While learning has always expanded beyond the walls of the classroom, the proliferation of devices and applications, which have greatly expanded when, where and how information can be accessed and stored, brings this issue to the fore. How have such devices had an impact in learning, and what role may they play in the future? This issue hopes to showcase practical examples and generate serious reflection on an emerging topic.
Today’s youth are growing up in a world very different from the world their teachers or parents knew when they were young. Where and how they learn is changing as mobile learning and social networking become part of their every day life. Ubiquitous access to social media, tools and knowledge resources is taken for granted, while passive teacher-directed work dominates life at school.
Open, social and participatory media have significant potential to transform learning and teaching. They offer numerous ways to communicate, collaborate and connect with peers. The range of free educational resources and tools is rapidly increasing. Cloud computing has enabled free or inexpensive access to applications that were once available only to those who were willing to pay premium license fees.
The gap between the potential and actual use of technology in education is a paradox. eLearning Papers seeks to facilitate the sharing of innovative and creative uses of technology to support learning among its readers. The upcoming 32nd issue focuses on mobile technology applications and their potential to enhance learning within the broad spectrum of education and training. The 32nd issue of eLearning Papers focuses on mobile technology applications and their potential to enhance learning within the broad-spectrum of education and training. The articles clearly demonstrate that mobile learning is moving beyond its early infancy.
This latest expansion is accelerated by the increasing penetration of smart phones and the ecosystems that they have enabled. In this environment, the student population has become more diffuse, but also more connected.
The issue features a wide range of topics, describing research ranging from eportfolios, serious games and OER for mobile learning scenarios. Furthermore, articles discuss the vendor’s perspective and describe two studies for developing and using mobile devices in advanced learning scenarios.

Learning objects and open contents have been named in the Horizon reports in 2004 and 2010 respectively, predicting their impact in the short term due to the current trend of offering open content for free on the Web. OER repositories should adapt their features so their contents can be accessed from mobile devices.
This paper summarizes recent trends in the creation, publication, discovery, acquisition, access, use and re-use of learning objects on mobile devices based on a literature review on research done from 2007 to 2012. From the content providers side, we present the results obtained from a survey performed on 23 educational repository owners regarding their current and expected support on mobile devices. From the content user side, we identify features provided by the main OER repositories. Finally, we introduce future trends and our next contributions.

Participation fee and how to get a grant to pay it all
1335 Euro (700 Euro for full board en-suite accomodation in single rooms in Hotel**** Mamiani + 635 Euro for tuition and course materials). For both participation fee and travel expenses to Italy you can request a grant from the LLP National Agency in your country, which will cover all costs. You can find the address of your national agency on http://ec.europa.eu/education/programmes/llp/national_en.html.
Only participants living in one of the 27 EU member states, a country in the European Economic Area (Iceland, Liechtenstein, Norway) or Croatia, FYROMacedonia, Switzerland or Turkey can register for the fifth TACCLE course and apply for a grant. Unfortunately Italian participants are not entitled to receive a grant since the course will be organised in Italy.

EU position and future potential including recommendations for Horizon 2020
The study VISION "VIsualisation SImulation and visual cOmputing techNologies: EU position and future potential" has been funded by the European Commission to deliver a study in the field of simulation, visualisation and visual computing to help the European Commission make informed decision on future coverage and approaches towards these fields within a future post 2013 EU Research and Innovation Programme (Horizon 2020).
The way people learn is changing. Recent research reveals that 42% of adults surveyed said they are much more likely to use the internet for learning than they were a year ago and this is likely to become more common through the use of smartphones and other mobile devices.
Advances in technology have made this easier. Adults can access learning at any time and almost anywhere, using audio, video and text content from broadcasters, education providers or their own peers on social media. The tools they've used to do this have changed too, with around one third of web users now accessing the web through a mobile device, such a tablet or smartphone.
To adapt to this change, learning providers can look at how technology can help them achieve what they already do in a better way, how they can use their own or learners own technology to teach in a different way and how they can use the vast communication network online media opens up to widen access and engage different learners.
Through contributions from community and voluntary organisations, local authorities, learning organisations, the private sector and eminent speakers, the "Innovating Learning" conference, brought to you jointly by NIACE and the BBC, will showcase the use of digital technologies in learning and explore how they can provide more learning opportunities, address the needs of different learners and deliver better learning. It will also give recognition to learning practitioners through the Digital Practitioner Awards, supported by the Learning and Skills Improvement Service and the Skills Funding Agency, to be held at its close.
Held at the BBC's flagship studios in MediaCity, Manchester, the conference will encourage dialogue between practitioners, managers and policy makers, to discuss how technology can innovate how adults learn and help shape NIACE policy through responses to keynote addresses, workshops and forums.
The conference, brought to you jointly by NIACE and the BBC, will provide delegates with:

- A wide view on how technology can widen participation, make delivery more effective and improve outcomes for learners

An Introduction to the Darwin Information Typing Architecture and its benefits for technical training & documentation
A new XML content standard for blended online, mobile and instructor-‐led technical training and documentation.
ODS is the result of collaboration between 51 organisations from 23 countries. The aim is to create a socially-powered, multilingual open learning infrastructure to boost the adaptation of eLearning Resources in Europe.
- To empower stakeholders through a single, integrated access point for eLearning resources from dispersed educational repositories
- To engage stakeholders in the production of meaningful educational activities by using a social-network style multilingual portal, offering eLearning resources as well as services for the production of educational activities;
- To assess the impact of the new educational activities, which could serve as a prototype to be adopted by stakeholders in school education
Upon the completion of this project, Open Discovery Space will have contributed to the modernisation of school education, supported stakeholders in acquiring digital competences, stimulated demand for innovative eLearning resources and engaged teachers and pupils in the development of innovative educational practices. Crucially, this project will strengthen European integration by increasing cooperation across state borders, bringing together different cultures and supporting multi-lingual practices.
